Oseph gathered several of the town’s notable figures in the library of Menhemes Manor, including Lyrielle the Seer, Vandy Banderdash, Worliwynn, and Captain Lardus Longsaddle.
The adventurers described the earthquake-damaged passages beneath the Salty Net, the kobolds living below the town, and finally the dragon.
Oseph immediately recognized that the discovery could not be ignored.
A dragon beneath Seaton’s Cove was not merely an adventurers’ problem. It was a threat to the entire community.
The meeting ended without an immediate attack on the creature. Instead, Oseph supported a more cautious approach: learn everything possible about the dragon before anyone returned below.

When the party later uncovered ratling activity beneath Old Stairs and evidence of a much older sanctuary below the town, Oseph again listened to their report before deciding how the town should respond.
